      RAIL ACCESS COMPLIANCE SPECIALIST:

      • Review and advise on the TRC safety policy, compliance to international standards, annual safety performance targets, and the associated safety initiatives to achieve the targets communicated to operators and Contractors.
      • Be involved in updating and advise on appropriate implementation of TRC Safety manuals, policy, annual safety performance targets in line with International Standards.
      • Evaluate and  advise  on  service  quality  and  compliance  with  contracts, regulatory requirements, and system safety standards.
      • Monitor  that  Contracts  of  all  parties  within  the  corporation’s   railway undertaking are issued and updated from time to time.
      • Conduct regular training to all railway undertakers’ staff for capacity building for safety and compliance.
      • Assist the Regulator (LATRA) on procedures in ensuring new undertakers’ staff receive appropriate induction.
      • Bringing any concerns to the attention of the Regulator, with recommended solutions, and a problem-solving mind-set.
      • Report on compliance updates on a monthly basis.
      • Any other tasks in access compliance, or service provided under Access agreements.
      • Assist TRC in developing and maintain accident statistical data bases for internal and external reporting.
      • Advise on the effectiveness of the TRC’s Audit Program to ensure that system audits and site audits are carried out and that records are filed as appropriate.
      • Reviewing designs and monitor safety compliance during execution of railways works contracts.
    • REQUIRED SKILLS

      Qualification and Experience:

      Rail Access Compliance Specialist shall have Master’s Degree in related field.Minimum ten (10) years of directly relevant experience in the rail industry or comparable position required, Strong  knowledge of rail operations, working knowledge of safety rules for contractors and other third parties working on the rail systems or rail facilities, Demonstrated experience with contract oversight and compliance. A combination of experience/skills and education to fulfill the requisite knowledge, skills.
