RAIL INFRASTRUCTURE AND TRACK SPECIALIST:

• Prepare works requirements for track maintenance, rehabilitation and new construction for bid documents related to bridges, track work, terminals and machines for track maintenance, etc.
• Develop a maintenance strategic plan for TRC Meter Gauge Railway (MGR) network
• The Consultant shall support TRC in reviewing Contractors’ work programs and method statements recommended for approval by TRC, to ensure conformance with Project requirements; sufficiency of personnel and equipment resources and of facilities; and adequacy of quality assurance and quality control procedures. During construction, the Consultant shall:
• In coordination with TRC, monitor and report the physical progress and quality of the works undertaken by the Contractor.
• Support TRC in conducting high level reviews proposed variation orders for the implementation of changes to the works and if these variations require some amendments to the contracts.
• Monitor and report on the appropriate Consultant’s compliance to the terms of reference in the supervision Contract, including the performance of the Consultant and the Contractor.
• Advise   TRC   on   remedies   against   non-performing   contractors   and consultancy.
• Attending all Track Works technical correspondences.

Qualification and Experience:

Rail  Infrastructure  and  Track  Specialist  shall  have  a  degree  in  civil engineering or similar and a minimum of 15 years of international professional experience in managing construction and maintenance of mainline railway track and infrastructure. He/she must have experience with at least 2 World Bank funded projects of similar nature and size in the past 10 years and must possess good interpersonal and communication skills in English.

PROVISION OF CONSULTANCY SERVICES FOR PROVISION OF EXPERTS TO REINFORCE THE IMPLEMENTATION OF THE SECOND TANZANIA INTERMODAL AND RAIL DEVELOPMENT ROJECT (TIRP-II)
