      CONTRACT MANAGEMENT SPECIALIST:

      • He/She shall assist in the preparation of TOR and review of bid documents to avoid conflicts in contract implementation between suppliers, contractors, and consultants with TRC. The consultant shall assist TRC in developing low- risk contracts and procurement documentation that complies with relevant government and Financiers procurement policies and guidelines.
      • The Consultant shall support TRC during the Pre-Contract stage including contract evaluation and negotiations with different suppliers, contractors, and consultants. He/She shall assist in establishing negotiating plans and bargaining strategies. Further, He/She shall assist TRC in completing an orderly and comprehensive closeout of contracts and contract files.

      • He/She shall develop a monitoring tool to maintain accurate contact records including payments, insurance, and bonds/guarantees. Also, the consultant shall review and ensure that all necessary insurance, bonds or guarantees to be provided by vendors, consultants and contractors are in place and remain valid up to date as required by their contracts.

      • He/She shall support TRC in the establishment of a Contract Management System for the Project, to track compliance of Consultants, Suppliers and Contractors with the terms and conditions of their contracts and propose statistical monitoring tools to be used for monitoring.

      • The Consultant shall assist TRC in tracking variation orders, addressing delays in performance and the reasons for them, troubleshooting problems, and completion of works. In making determinations about the Contractors’ claims and disputes, he/she shall collaborate closely with the Senior Project Engineer and advise the TRC as necessary.

      • Preparation of monthly and quarterly reports.
      • Any other tasks relating to contract management as shall be assigned by the client.

    • REQUIRED SKILLS

      Qualification and Experience:

      Contract Management Specialist Must have a Degree in Civil/Railway Engineering Masters in Project/Contract Management /Law shall be an added advantage.    He/she is expected to have at least 10 years of experience in contract management of similar nature and size in international, national, public, or private organizations, preferably in a developing country setting. He/she should have demonstrated skills in computer application and use of software programs for monitoring and evaluation, and ideally must have experience with World Bank-funded projects in the past 10 years. He/she must possess good interpersonal and communication skills in English.
