      PROCUREMENT SPECIALIST:

      • The Specialist shall provide support, working closely with the Procurement Management Unit (PMU), the PIT, and relevant stakeholders, in developing as needed the procurement strategy and the management plan in accordance with Financiers and National Procurement Regulations to support satisfactory work progress.
      • Receive  user   department    requirements   and   prepare   procurement documents. In collaboration with the Contract Management Specialist, the consultant shall assist TRC in developing low-risk contracts and procurement documentation that complies with relevant government and Financiers procurement policies and guidelines.
      • Support TRC to ensure that procurement is undertaken on time and that the project is progressing in accordance with the schedule.
      • Support TRC  in ensuring  that  all necessary  requirements  to  obtain  the necessary   clearance   from   the   Financiers   and   national   procurement authorities in awarding contracts and follow-up actions.
      • He or she  is  responsible  for  maintaining  records  of  every  procurement procedure and making sure those records are organized so they can be consulted later.
      • Prepare monthly, quarterly and annual reports.
    • REQUIRED SKILLS

      Qualification and Experience:

      The Procurement Specialist shall have a minimum degree in Civil Engineering, Construction Management, Quantity Surveying, or Procurement from a recognized University. Postgraduate qualifications are an added advantage. She/He must have at least ten (10) years cumulative experience in procurement for Infrastructure Development Projects. She/He must have participated in the procurement of Works, Goods, Services, and associated elements for Donor Funded Projects for not less than five (5) years in the last ten (10) years. Experience in the preparation of Contracts and Contracts management is necessary; Knowledge of the Multilateral Bank's Procurement Regulations is mandatory. Must have a working experience of at least three (3) years in developing countries and Proficiency in written and spoken English.
