RAIL OPERATIONS SPECIALIST:

• Propose, develop requirements, and participate in the implementation of the appropriate system for managing Open Access Operations.
• Provide support in the safe and efficient management of the train control system.
• Assist in developing train paths that could be assigned to different train operators.
• Identify available train paths and advise strategy in maximize its utilization.
• Assisting in the establishment of an appropriate system for monitoring and attributing the causes of delay between infrastructure and train operations.
• Assist TRC in developing the framework for monitoring the performance of the train control system with respect to safety and downtime.
• Prepare operational manuals and guidelines for proper intermodal operation.
• Assess and where necessary update the operational rules.
• Assist in the planning of train operations on a single-line railway.
• Develop plans and strategies for proper utilization of intermodal terminals.
• Prepare and advise on compliance and integration of intermodal terminal with other modes of transportation.
• Train on intermodal operations to TRC staff.
• To  create  a  comprehensive  Railway  Incident  Management  and  Safety Monitoring Platform

Qualification and Experience:

Rail Access Compliance Specialist shall have Master’s Degree in related field. Minimum ten (10) years of directly relevant experience in the rail industry or comparable position required, Strong  knowledge of rail operations, working knowledge of safety rules for contractors and other third parties working on the rail systems or rail facilities, Demonstrated experience with contract oversight and compliance. A combination of experience/skills and education to fulfill the requisite knowledge, skills.
