      SIGNALING SPECIALIST:

      • Support TRC/LATRA for the evaluation of railway signaling system strategy for modernization, safety, inter-operability.
      • Analyze TRC system engineering gap and advise on the optimal capability required to manage and introduce a high integrity system.
      • Study TRC business case and prepare specifications for the new train control system.
      • Perform an outline cost analysis to enable a realistic procurement estimate to be established to allow TRC to review their options and revise the business plan as necessary.
      • Support the development of a roll out plan for the proposed train control system across the relevant routes.
      • Production of a suitable procurement strategy to enable the World Bank procurement guidelines to be met and generating suitable market interest
      • Support, through coaching and advice as necessary, the preparation of tender documents, including; Train Control System specification and supporting analysis demonstrating that the TRC business requirements can be satisfied
      • Preparation of project management plan, including detailing how TRC should organize itself as a client for the procurement of train control system
      • Preparation of technical management plan, including reliability, availability, maintainability and safety targets (RAMS) as well as an appropriate technology strategy to underpin future railway growth in the region
      • Preparation  of  delivery  strategy,  detailing  how  potential  bidders  shall be expected to deliver the work (for example, in incremental stages)
      • Review   and   approve   designs   responsible   for   the   signaling   and telecommunications project and engineering activities to ensure the contractual performances are achieved
      • Review and update the signal and telecommunications maintenance manuals for Meter Gauge Railway.
      • Provide technical support during the installation, testing, commissioning, quality and safety assessment, project planning and financials, project management plan in the warranty period, and Defect Notification Period.
    • REQUIRED SKILLS

      Qualification and Experience:

      Signaling and Telecommunication Specialist, shall have bachelor Degree or equivalent in engineering either Computer, Electronics, Telecommunications, or Electrical. Masters in related or equivalent courses stated above courses is an added advantage. Excellent communication in English. Minimum 10 years of professional experience in Railway Signaling and telecommunications. Experience in construction or maintenance as standalone Signal Expert Engineer or above in Signal &Telecommunication department of Railways, Familiarity with train control systems present in African Sub-Saharan Countries and rural areas shall be an added advantage, Advanced experience in the discipline of System Engineering and its introduction into engineering organization. He/she must have experience with at least 2 World Bank funded projects of similar nature and size in the past 10 years and must possess good interpersonal and communication skills in English.
