      MONITORING AND EVALUATION SPECIALIST:

      • Develop SMART indicators at the various levels to track progress and more importantly to form the basis of the M&E framework, where they shall be collected, who shall collect them and how they shall be employed.
      • Develop simple and user-friendly monitoring format tools and guidelines to be used in monitoring progress.
      • Supervise implementation of the TRC Monitoring and Evaluation Framework Plan.
      • Conduct M&E need assessment and identify M&E capacity gaps.
      • Develop  appropriate  training  needs  and  package  in  consultation   with Directors and Managers.
      • Organize  capacity-building  training  to  TRC  staff  to  minimize  identified capacity gaps.
      • Assist the TRC Management Information System (MIS) Section in compiling periodic progress data.
      • Compile Monthly, Semi-Annual and Annual progress data to prepare reports.
      • Provide  on-the-job  training  and  assist  the  M&E  staff  in  writing  periodic progress reports.
      • Work out possible M&E reporting  forms and  formats to  incorporate  the probable future needs.
      • Develop requisite M&E reporting templates to enable smooth and timely collection of monitoring data in the project;
      • Develop an M&E manual to guide the collection of data by the implementing agencies and ensure data quality and consistency;
      • Assist TRC in preparation of quarterly M&E Reports based on the approved M&E Framework;
      • Assist TRC in timely collection of data and submission of M&E reports;
      • In coordination with the Project Managers, monitor projects’ compliance with all reporting requirements, including those stipulated in the Environmental and Social Commitment Plans;
      • To guide reflection on lessons learned from the project implementation to inform adaptive management and future iterations of the project.
    • REQUIRED SKILLS

      Qualification and Experience:

      Monitoring & Evaluation Specialist shall have university Degree in Economics, Transport Economics, Statistics, Project Management, Monitoring and Evaluation, He/she also must have Master Degree in Economics, Transport Economics, Statistics, Project Management, Monitoring and Evaluation, He/she must have minimum of 10 years of professional experience in monitoring and evaluation works related to railways or transportation industry. Good knowledge of M&E tools including excel, SPSS, EVM (Earned Value Management) or any other And Good knowledge of establishing M&E systems
