The project is located adjacent to the German University of Technology located at Halban is considered as one of the most rapidly urbanized residential areas.

According to the TOR, the Scope of Work is detailed as follows:

The design of the roads in this area shall be carried out taking into consideration the levels of existing houses, those currently under construction and the ones to be constructed. The design should consider the link roads with adjacent blocks (Mubaila Phase 8) as well as drainage needs. The scope of work for this project shall include but not be limited to the following:
